Regulation (EU) 2023/1115 – EUDR will apply from 30.12.2026
Muraplast manufactures paper bags from paper that has already been placed on the EU market. Muraplast therefore acts as a downstream operator/trader and:
- does not submit a new Due Diligence Statement (DDS) for the manufactured bags;
- does not issue a DDS to customers;
- is not required to include a DDS reference number on invoices or delivery notes.
Where Muraplast directly imports paper from a country outside the EU (around 12 % of total amount), it carries out due diligence and submits a DDS before import. Once the paper has been converted into bags, no new DDS is submitted and the DDS for the imported paper is not required to be passed on to customers.
Customers using the bags to package their own products have no EUDR obligations regarding the bags. Customers reselling empty bags must record Muraplast as their supplier and retain this information for at least five years but do not submit a new DDS.
